As a result of the Storting's decision on 7 June 1905 to dissolve Norway's union with Sweden, a government decree decided that the Ministry of Trade’s department of foreign affairs should be placed under the political responsibility of Prime Minister Jørgen Løvland, until now Norwegian prime minister in Stockholm.
