The Norwegian defence sector has initiated a reform which focuses on developing and sustaining professional competency. The white paper provides political guidance and direction for how to prepare the whole defence sector for near-future challenges and opportunities. It emphasizes the need for diversity in recruitment, flexibility in personnel policies for military and civilian alike, and cooperation with the rest of the state and society. The objective is to advance the qualitative capacity, capability and competency on both the individual and organisational levels, under the motto of having the right people in the right place at the right time.
