The memorandum focuses on illegal drugs and misuse of medicines. However, it is important to recall that Norwegian alcohol and drug policy is as far as possible carried out through a joint substance abuse policy.

The memorandum is also an answer to the need for a “reference work” for Norwegian foreign service missions and for Norwegian officials with assignments in international associations and meeting places.
