The Norwegian electoral system is based on the principles of direct election and proportional representation in multi-member electoral divisions. In the case of parliamentary elections the country is divided into 19 constituencies corresponding to the counties.
Everyone should have an adequate, secure place to live. The building process should be user-friendly and efficient. All buildings must be secure, and development should focus on universal design, environmental protection and good quality.
The Government wishes, through rural and regional policy, to make use of the whole country's resources and contribute to value creation, jobs and welfare where people live.
