Government.no does not publish a complete overview of valid acts and regulations. For a complete overview (in Norwegian), check Lovdata, which, in addition to the overview, also publishes all acts and regulations in their entirety.
The individual departments publish links, along with short summaries, to those laws which are found to be relevant to the department's topics and documents. Look under Documents/Acts and regulations/Acts for the particular department of interest.
