The massacres in Houla and Qubair are absolutely unacceptable. This shows that Syria is not following up UN envoy Annan’s six-point proposal. The Nordic Prime Ministers call on the regime to change course immediately and to take urgent steps to implement Mr Annan’s proposal. The perpetrators must be brought to justice. Failure to comply with obligations must have consequences.

Given the gulf between the people’s legitimate demand for democracy and the regime’s continued violence, a political solution in which President Assad remains in power is impossible.

The Prime Ministers urge all factions of the Syrian opposition to respect Mr Annan’s six-point proposal and take part in a non-violent political process.

The Nordic countries are contributing personnel to the UN observer mission in Syria and fully support Special Envoy Annan’s efforts on behalf of the UN and the Arab League to help Syria find a political solution to the crisis. It is important that the international community takes a common, broad approach to the situation.

The Prime Ministers underscore the responsibility that lies with the UN Security Council. The permanent members of the Council must act resolutely and make clear, unambiguous decisions that put pressure on the parties.

The parties must not interpret the international community’s ongoing efforts to achieve peace in Syria as a licence to continue to use force.
