As Central Authority under the Convention of 15 November 1965 on the Service Abroad of Judicial and Extrajudicial Documents in Civil or Commercial Matters The Norwegian Ministry of Justice and the Police received three dispatches dated 12 March, 13 March and 16 March 2009 from the law firm Wikborg Rein representing Farimex Products INC represented by Advocate D.S.Chernyy with a request for service of documents.

The Ministry forwarded the requests for service to Asker og Bærum District Court for ordinary processing on 17 March 2009. Because the Ministry wished to be assured that the requests for service satisfied the requirements according to the Convention of 15 November 1965 on the Service Abroad of Judicial and Extrajudicial Documents in Civil or Commercial Matters and according to Norwegian law, the documents were returned to the Ministry for a new examination. Following consultations with the requesting party on 1 April 2009, it became clear that the dispatches were in fact referring to five separate requests for service, and not three as was presumed at first.

The Ministry then concluded that the requirements of the Convention were fulfilled. Asker og Bærum District Court received the requests for service for ordinary service on 1 April 2009.
