EU-erklæring om endring i felles holdning mot Syria

Declaration by the High Representative on behalf of the European Union on the alignment of certain third countries with Council Decision 2013/186/CFSP amending Council Decision 2012/739/CFSP concerning restrictive measures against Syria.

On 22 April 2013, the Council adopted Decision 2013/186/CFSP1 amending Council Decision 2012/739/CFSP.

Council Decision 2013/186/CFSP introduces derogations under certain restrictive measures with a view to helping the Syrian civilian population.

Council Decision 2013/186/CFSP determines in particular that EU Member States may authorise under certain conditions the purchase, import or transport from Syria of crude oil and petroleum products, including the provision of related financing or financial assistance; the sale, supply or transfer of key equipment and technology for certain key sectors of the oil and natural gas industry in Syria, including the provision of related technical assistance and other services; and investments in the Syrian oil industry sectors of exploration, production or refining.

Authorisations may be granted provided that the Syrian National Coalition for Opposition and Revolutionary Forces is consulted in advance; the activities concerned do not benefit a listed person or entity and that these activities do not breach any of the prohibitions laid down in Council Decision 2012/739/CFSP.

The Acceding Country Croatia*, the Candidate Countries Turkey, the former Yugoslav Republic of Macedonia*, Montenegro*, Iceland+ and Serbia*, the Country of the Stabilisation and Association Process and potential candidate Albania, and the EFTA countries Liechtenstein and Norway, members of the European Economic Area, as well as the Republic of Moldova and Georgia, align themselves with this decision.

They will ensure that their national policies conform to this Council Decision.

The European Union takes note of this commitment and welcomes it.

* Croatia, the former Yugoslav Republic of Macedonia, Montenegro and Serbia continue to be part of the Stabilisation and Association Process.
