Intervention by State Secretary Morten Høglund at High level Pledging Conference for South Sudan in Geneva 16 June 2015.

Excellencies, ladies and gentlemen,

I would like to begin by underlining the continued support of the Norwegian government and the solidarity of the people of Norway with the people in the world's youngest nation.

The humanitarian consequences of the crisis in South Sudan and its impact in the region is of great concern to Norway. The massive human rights violations taking place in South Sudan are also causing deep concern.

The reports of killings, sexual violence and abductions are shocking. Such grave violence against civilians cannot pass with impunity. The Government must investigate these incidents and prosecute the persons responsible for the atrocities. The AU Peace and Security Council has called for sanctions to be considered for those responsible for grave human rights violations. Norway is encouraged by the AUs commitment to fight impunity in South Sudan.

The world expects that the leaders of South Sudan show responsibility as political leaders and immediately agree on peace in order to stop the war and avoid further destruction.

18 months of violence have had a devastating impact on the population. While only peace can end the suffering and enable a process of healing, humanitarian agencies are working to address the most urgent needs and provide lifesaving assistance. Humanitarian workers must be protected and we deeply regret the recent killing of an employee of the Norwegian Peoples Aid.

Earlier this year Norway contributed with 150 million kroner to meet the humanitarian needs of South Sudan. But there is an urgent need for more funding.

My government is today providing an additional contribution of 30 million kroner, bringing this year's Norwegian humanitarian contribution to the people of South Sudan up to 180 million kroner.

The Government of South Sudan has the primary responsibility to assist and protect its own people. So far you have failed to do so. We strongly urge the Government and the army to ensure security and humanitarian access to those in need.
