The personal portal offers a dialogue with public authorities and makes it easier to find the services each individual might be looking for, without having any prior knowledge of which municipal or government office is responsible.

Citizen Portal Mypage launched

Each Norwegian citizen now has his/her own customized public service web portal called Mypage. The personal portal offers a dialogue with public authorities and makes it easier to find the services each individual might be looking for, without having any prior knowledge of which municipal or government office is responsible.

The Citizen Web Portal was launched by Minister of Government administration and reform, Ms Heidi Grande Røys as a part of the Government's efforts to make public services more user oriented and responsive to the citizens' needs and interests.

- If your family is moving to a different part of the country, until now you would have to go to several different public websites to report that you are moving to a new address, to find a new public health doctor and to apply for a place in kindergarten for your child, says Ms Grande Røys. - Mypage enables you to do all this on just one website, the minister says.

At Mypage, the user may take advantage of different public services like, for instance, changing one's public service doctor, reporting a new home address, changing one's tax deduction card, ordering a health insurance card or applying for a fixed interest on one's student loan.

Through Mypage every citizen is given the opportunity to check the information about him/herself in public records. For instance, one may check "My Address", "My Public Service Doctor", "My Properties" and "My Vehicles". In addition, Mypage is going to offer a secure mailbox for messages to and from central and local government. Here, the user may receive personal messages from public offices and institutions, including how an application is handled or if one's vehicle is summoned to a periodic control.

- This is a basic package consisting of a selection of services from 6 government agencies and 23 municipalities. I am especially pleased that the first municipalities are now included in Mypage. They have lead the way and proved that it is possible to achieve results through cooperation across sectors. This is just the beginning, however. Our aim is that all relevant electronic services, governmental as well as municipal ones, shall be available on Mypage, Ms Grande Røys says.

Together with tax forms, around 4 million inhabitants have now received information by mail about Mypage and PIN-codes for access. For log-in one uses a PIN code and a self-elected password. It is only needed to log in once to get access to all services. The Mypage project was introduced as a co-operation between several government agencies and institutions, led by the Ministry. Now the responsibility has been transferred to Norway.no, an agency under the Ministry of Government Administration and Reform. Norway.no is located in the municipality of Leikanger. Mypage is published in the three official Norwegian languages including the Sami language, as well as in English.
