The OECD is supporting Norway to commence a new revision cycle by helping to monitor and follow-up on the outcomes of the 2017 OECD Innovation Policy Review of Norway.
In 2017, the OECD Innovation Policy Review of Norway provided an assessment and recommendations, to help to strengthen the Norwegian research and innovation system to fulfil the objectives of:
- Enhancing competitiveness and innovation capacity
- Tackling major social challenges
- Developing research communities of outstanding quality
- Improving the governance of Norwegian national system of innovation, especially supporting STI policy coordination.
That 2017 OECD Review was an important knowledge base for the first revision of the long-term plan in 2018.
Now, in 2021, the OECD is supporting Norway to commence a new revision cycle by helping to monitor and follow-up on the outcomes of the last revision cycle.
To contribute to this process, the OECD undertook a survey, called the ‘OECD Monitoring and follow-up on the 2017 Review of Norway’s long-term plan for research and higher education’. This survey solicited personal, expert opinions from actors within the policy system about Norway’s strengths, weaknesses, opportunities, and threats, the extent to which previous recommendations were implemented, and general implementation culture.
Unlike the Norway’s official public consultation on revision of the Long-term Plan for higher education and research, the OECD survey emphasised individual (rather than organisational) responses. Following this survey, the OECD is currently embarking on a process of undertaking individual and group interviews with selected key stakeholders to delve into issues more deeply, and will present the findings of both the survey and the interviews in an open, online workshop on the 14 December 2021 to gauge reaction and further feedback. The Ministry of Education and Research’s Department for Higher Education, Research and International Affairs leads the revision of the Long-term plan and draws on inputs from a wide range of actors from diverse policy areas, sectors, and communities. The OECD supports the Department in undertaking this process, while remaining an independent external advisor.
