The quality assurance report for the application for the Government guarantees and funding to host the Winter Olympic and Paralympic Games in Oslo in 2022 was received by the Minister of Culture, Thorhild Widvey, on December 20, 2013.

The quality assurance report for the application for the Government guarantees and funding to host the Winter Olympic and Paralympic Games in Oslo in 2022 was received by the Minister of Culture, Thorhild Widvey, on December 20, 2013.

- The report will be an important element in the Government’s assessment process. The Olympic and Paralympic Games is a very comprehensive event with a substantial cost for the Government. It is important that the application is reviewed by a quality assurance team and that a cost analysis is made as a basis for our decision, says the Minister of Culture Thorhild Widvey.

- We will need some time to review the report thoroughly. I cannot at this time give any details regarding the Government’s view on the matter nor when a decision will be made, says the Minister of Culture.

The report concludes that there are no significant weaknesses in the application. The quality assurance team has estimated the costs for the public sector for hosting the Olympic and Paralympic Games in Oslo in 2022 to 21, 7 billion NOK in funding, after deducting the revenue and financing from the private sector. The amount of the Government’s financial guarantee is estimated to 35,1 billion NOK. The economic cost by hosting the Olympic and Paralympic Games in Oslo in 2022 is estimated to 15,9 MRD NOK, before the non-quantified effects of the games are considered.

The quality assurance report has been conducted by DNV GL AS, ÅF Advansia AS and SNF, Centre for applied research at NHH. According to Anders Magnus Løken, leader for the quality assurance team, this has been a very interesting and exciting assignment. There has been a large group of people working since June 2013 with the assumptions and budget calculations for the application. We have also estimated the government guarantee and conducted an economic analysis. Based on the specifications in the application from the Norwegian Olympic and Paralympic Commitee and Confederation of Sports (NIF) and the city of Oslo, we believe that our estimates for the cost for hosting the Olympics in 2022 are sound, says Anders Magnus Løken.
