This collection of documents comprises the e-election 2011 project's description of the system to be developed (new electoral administration system with solution for electronic voting).

Important: Read this guide to reading the documents before proceeding! Getting to grips with the contract documents in a public procurement is not necessarily intuitive or simple. If you don't read the documents in the right order, you risk becoming more confused than enlightened.

Specification:

This collection of documents comprises the e-election 2011 project's description of the system to be developed (new electoral administration system with solution for electronic voting). The specification is the vendors' basis for submitting tenders.

  1. Development of the system (the Government's standard contract for development: SSA-U)
  2. Technical maintenance (administration) of the system after 2012 (the Government's standard contract for maintenance: SSA-V)

The specification provides an overview of the e-election 2011 project's requirements, i.e. which properties the system must have, but has little to say about how the requirements must be addressed in the system. It is the responsibility of the vendors to come up with a solution that must be presented in their tender. The specification is formulated as a set of Use Cases, i.e. documents that in a general manner describe the functionality that is required of the system.

The e-election 2011 project's evaluation of tenders

Below are attached the tenders that the three qualified vendors (ErgoGroup, Computas and Indra) submitted. Most of the attachments are published in their entirety, but trade secrets such as prices of individual components are omitted from Computas and ErgoGroup. Indra has complied with the project’s appeal for full disclosure and has agreed to the full publication of the tender.

The proposed system solution is described in SSA-U Appendix 2A for each individual vendor, while the technical platform is described in SSA-U Appendix 3 for each individual vendor.
