The Cultural Rucksack

The Cultural Rucksack is a national initiative with the aim to contribute to the fact that Norwegian pupils are introduced to professional art and cultures of all kinds.

The purposes of”The Cultural Rucksack” are:

  • Arrange for professional art and cultural facilities to pupils in primary and secondary school
  • Make sure that the pupils’ access to art and all types of cultural expressions are facilitated 
  • Contribute to developing an overall incorporation of artistic and cultural expressions in the realisation of the schools’ learning objectives

The Cultural Rucksack shall be a permanent arrangement embracing all pupils in primary and secondary school, including upper secondary, regardless of which school the pupils attend and regardless of economical, social, ethnic or religious background

The principles for this work are based on the White Paper St.meld. nr. 8 (2007-2008) Kulturell skulesekk for framtida (”The Cultural Rucksack for the Future”, available in Norwegian only) and the Parliament’s disussion of the White Paper.  

About the Cultural Rucksack

The Cultural Rucksack is a national initiative with the aim to contribute to the fact that Norwegian pupils are introduced to professional art and cultures of all kinds.

The Cultural Rucksack is a co-operation between the cultural- and the educational authorities on a national, regional and local level in which all schools in Norway take part. The county authority is responsible for the regional co-ordination however the municipal authorities are also entitled to develop their own program.  The ways in which the Cultural Rucksack are organised vary a lot between regional and local levels.

The Ministry of Culture is responsible on a national level when distributing the gaming funds yearly. In co-operation with the Ministry of Education The Ministry of culture evolve the arrangement on a continuous basis.  

The co-operation is organised through a steering committee in which the Ministry of Culture is in charge. The steering committee consists of a secretary of state from each Ministry and their aim is to advice the Ministry of Culture on the evolving of the arrangement. This includes advice regarding the goals and the means, and the frame distribution of the gaming funds.

The steering committee assesses political questions and formulates priority areas relevant to the Cultural Rucksack.  

The secretariat, which is placed in the Art’s Council, deals with the daily running of the arrangement. The secretariat is responsible for monitoring the allocations, collect reports and statistics, run information campaigns and arrange for meeting points for actors on national and regional levels.
