Invitation to tender: Scheduled air services in Norway - 1 March 2021 – 30 April 2021

The Ministry of Transport invites tenderers to an open tender procedure for the operation of each of the 18 domestic routes that as of January 2021 are included in the temporary publicly subsidised scheduled air services. The deadline for submitting tenders is 27 January 2021 at 12.00. The Ministry of Transport aims to award the contracts in the first half of February.

The new agreements will enter into force on 1 March 2021 and last until 30 April 2021, with an option for extension up to two months.

 

The competition is open to all airlines in the EU and the EEA

The scheduled air service tender is carried out through an open competition with negotiations, in which all airlines in the EU and EEA can participate.

For most of the routes, the requirement is one daily morning departure in each direction and one daily evening departure in each direction, six days per week. The airlines are free to deliver more flights than required by the agreement, without further compensation. No exclusive rights will be granted in this tender.


It is also a requirement that the operators ensure that basic trade union rights and the right to collective bargaining, as it follows from e.g. ILO conventions no. 87 and 98, are respected in their own activities and for any subcontractors.
