In a session of the Council of State on 10 February 1928, Christopher Hornsrud's Government handed in its resignation, after a vote of no-confidence in the Storting on its government declaration. Permission to leave was granted by king Haakon VII in a session of the Council of State on 14 February 1928, effective as of 15 February 1928 at 12 noon. At the same time, Johan L. Mowinckel's Seco12 nd Government was appointed, effective as of 15 February 1928 at noon.
