Settlement of refugees

Settlement with public assistance is a voluntary service offered by the Norwegian state. The Norwegian Directorate of Integration and Diversity (IMDi) and municipalitices decides where refugees are setteled.

Refugees are settled by the municipalities

Refugees who need settlement assistance are to be offered housing in a municipality. The Directorate of Integration and Diversity (IMDi) cooperates with the municipalities regarding settlement.                                                  

Unaccompanied minor refugees under the age of 15 years

The Directorate of Integration and Diversity is responsible for obtaining municipal places for all unaccompanied refugees under 18 years of age.. The Directorate for Children, Youth and Family Affairs, is responsible for settling individual children who are under 15 years of age. Unaccompanied minors are  to be settled in in  a municipality that meets the needs and that have the appropriate measures for each child.  

Integration grant to the municipalities

The municipalities receive an integration grant. The integration grant is to cover the municipalities' average additional expenses during the settlement year and the next four years.
