The new letter of intent on a more inclusive working life was entered into for the period 2006 to 2009. The agreement replaces the letter of intent of 3 October 2001 and the declaration by the parties of 3 December 2003 on continuation of the original agreement.

The agreement has been entered into between the Government represented by the Minister of Labour and Social Inclusion and the employers’ associations: the Confederation of Norwegian Enterprise (NHO), the Federation of Norwegian Commercial and Service Enterprises (HSH), Norwegian Association of Local and Regional Authorities (KS), Norwegian employers’ association for enterprises affiliated with the public sector (SPEKTER) and the state as an employer represented by the Minister of Government Administration and Reform; and the employee unions: the Norwegian Confederation of Trade Unions (LO), the Confederation of Unions for Professionals, Norway (Unio), the Confederation of Vocational Unions (YS) and the Federation of Norwegian Professional Associations (Akademikerne).
