The land use element of the municipal master plan

The land use element is a map with written provisions for the use, protection and design of areas and physical surroundings in the whole municipality. Land use objectives and zones requiring special consideration are indicated on the map, and provisions state how the areas shall be used.

The land use element shall show where in the municipality physical development can take place and what areas shall be used for agriculture, nature or outdoor pursuits. The land use element shall help to ensure long-term sustainable development and management of the land and of natural and cultural resources in the municipality. The land use element must be flexible enough to accommodate new needs and possibilities, and it must not be too detailed or contain more restrictions than necessary.

The plan shall show how important considerations and circumstances shall be followed up in detailed planning, consideration of individual applications and through subsequent management of the areas.

The plan shall not be more detailed than necessary. Municipal sub-plans may be drawn up if there is a need for more details regarding land use in parts of the municipality, for example peri-urban areas. Area zoning plans may be an alternative to municipal sub-plans. The municipality must continuously assess the need for changes to the plan based on the current situation and on national or important regional guidelines.

Land use objectives and zones requiring special consideration

The planning map shall clearly distinguish between land use objectives and zones requiring special consideration. Zones requiring special consideration may be indicated by shading on top of the traditional land use objectives to specify what considerations must be made when using the area. This may relate to the risk of flooding and landslides, cultural heritage sites/monuments, natural diversity, agriculture, reindeer husbandry etc. Decisions relating to land use pursuant to other acts may also be indicated as zones requiring special consideration.

 Land use objectives

• Buildings and installations (Sub-objectives: areas for housing, holiday homes, city centre functions, shopping centres, shops, buildings for public or private services, recreational and tourism facilities, raw material extraction, commercial buildings, sports facilities, other types of installations, outdoor public areas, cemeteries and areas for cremated remains).
• Transport and communications installations and technical infrastructure (Sub-objectives: roads, railways, airports, ports, main bicycle networks, public transport networks, public transport hubs, parking spaces, trench routes for technical infrastructure).
• Green structures (Sub-objectives: nature areas, green corridors, outdoor recreation areas and parks).
• The Norwegian Armed Forces (Sub-objectives: areas for various types of military objectives).
• Agriculture, nature and outdoor recreation objectives and reindeer husbandry (Sub-objectives: areas for necessary projects for agriculture and reindeer husbandry and farm-related business activity, or land for scattered housing, holiday homes or commercial buildings).
• Use and conservation of the sea and river systems with associated shore zones (Sub-objectives: traffic, shipping lanes, fishing, aquaculture, drinking water, nature and outdoor recreation areas).

• Safety, noise and danger zones
• Zones requiring special infrastructure
• Zones in which special consideration is shown for agriculture, reindeer husbandry, outdoor recreation, green structures, landscape or the protection of the natural or cultural environment
• Zones subject to restrictions and special consideration pursuant to the Planning and Building Act or other acts
• Zones subject to requirements for joint planning for two or more properties
• Zones where the current zoning plan shall continue to apply.
