Declaration on behalf of the European Union on the alignment of certain third countries with the Council Decision 2014/512/CFSP concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine.

On 31 July 2014, the Council adopted Council Decision 2014/512/CFSP1. The Council Decision prohibits the purchase and sale of bonds, equity and other financial instruments with a maturity exceeding 90 days, issued after 1 August 2014 by major credit institutions or finance development institutions established in Russia with over 50% public ownership or control as of 1 August 2014, and by their subsidiaries outside the EU.

The Decision also prohibits exports of arms to Russia or import of arms from Russia, with an exemption for the import of spare parts. Exports of dual use goods and technology for military use in Russia or to Russian military end-users are also prohibited. Furthermore, a prior authorisation will be required for exports of certain export of specific sensitive technologies suited to the oil industry for use in deep water oil exploration and production, Arctic oil exploration and production or shale oil projects in Russia. Where the technology is for projects in these areas, no authorisation shall be granted.

The Candidate Countries Iceland+ and Albania* and the EFTA country Norway, member
of the European Economic Area, as well as Ukraine align themselves with this Decision.
They will ensure that their national policies conform to this Council Decision.

The European Union takes note of this commitment and welcomes it.
