The High Representative wishes to draw Member States' attention to the case of Sri Lankan citizen Rizana Nafeek, accused of having killed a Saudi infant in May 2005. Ms Rizana Nafeek was sentenced to death for a crime allegedly committed while below eighteen years of age. Such a sentence is in clear violation of the Saudi Arabian obligations under the Convention on the Rights of the Child.

The High Representative therefore proposes to instruct the EU Delegation in Riyadh to carry out an urgent demarche to the Saudi authorities along the following lines:

1.The EU is deeply concerned by reports that the execution of young Sri Lankan citizen Rizana Nafeek may be imminent. Ms Rizana Nafeek was sentenced to death for a crime she is accused of having committed when she was under eighteen years of age. Such a sentence is in clear violation of the Saudi Arabian obligations under the Convention on the Rights of the Child.

2. The EU calls on Saudi Arabia to halt this execution and convert her sentence.

3. The EU recalls that such a decision would be in line with the recommendations that Saudi Arabia accepted during its Universal Periodic Review at the UN Human Rights Council (February 2009) related to the death penalty.

4. The EU recalls its opposition to the death penalty under all circumstances and calls on Saudi Arabia to consider a moratorium on executions pending the abolition of the death penalty in accordance with UN General Assembly resolutions 62/149 and 63/168.
