Declaration by the High Representative on behalf of the European Union on the alignment of certain third countries with Council Decision 2012/152/CFSP, Council Decision 2012/169/CFSP and Council Decision 2012/205/CFSP, each amending Decision 2010/413/CFSP concerning restrictive measures against Iran

On 15 March 2012, the Council adopted Council Decision 2012/152/CFSP[1]. The Council Decision amends Article 20 of Decision 2010/413/CFSP developing further the application of targeted financial measures by providers of specialized financial messaging services and determining that the supply of specialized financial messaging services to designated persons and entities shall be prohibited.

On 23 March 2012, the Council adopted Council Decision 2012/169/CFSP[2]. The Council Decision amends Articles 1 (1), 19 (1) and 20 (1) of Decision 2010/413/CFSP. It thus removes the prohibition on the supply, sale or transfer of equipment for internal repression from Decision 2010/413/CFSP for it to be included in Decision 2011/235/CFSP concerning restrictive measures in view of the human rights situation in Iran. It also specifies that the restrictions on admission and the freezing of funds and economic resources apply to persons acting on behalf of IRGC or IRISL.

On 23 April 2012, the Council adopted Council Decision 2012/205/CFSP[3]. The Council Decision amends the list of persons and entities subject to restrictive measures as set out in the Annex II to Decision 2010/413/CFSP.

The Acceding Country Croatia*, the Candidate Countries the former Yugoslav Republic of Macedonia*, Montenegro*, Iceland+ and Serbia*, the Country of the Stabilisation and Association Process and potential candidate Albania and the EFTA countries Liechtenstein and Norway, members of the European Economic Area, as well as the Republic of Moldova, align themselves with these decisions.

They will ensure that their national policies conform to these Council Decisions.

The European Union takes note of this commitment and welcomes it.
