Ministry of Transport and Communications: Registration for participation in a forthcoming GSM auction
The Ministry of Transport and Communications of Norway today invited interested parties to register for participation in a forthcoming auction for two GSM 900 licences.
Telenor’s and NetCom’s existing licences in the 900 Mhz band, which are used for GSM mobile telephony, expire on 1 November this year. Therefore, on 12 November last year the Ministry offered two new licences – that is, rights of use of the same frequencies as the existing ones – to Telenor and NetCom for the twelve year period from 2 November this year. As a quid pro quo the two operators would pay a one-off of NOK 100 million each, in addition to the yearly fee of NOK 9.6 million. The offer was though made conditional; the Ministry stated that other interested parties were to notify their possible interest in the same licences, and in that event there would be a subsequent auction for the licences. Telenor and NetCom accepted the offer on 1 December last year.
The Ministry has therefore today invited other interested parties to register for participation in the auction for the rights of use of the frequencies in the 900 Mhz band. It is required that interested parties register with the Ministry in order to participate in the auction. As part of the registration interested parties must submit a guarantee of NOK 100 million.
In case there are other interested parties than Telenor and NetCom the licences will be auctioned with a reserve price of NOK 100 million. In the opposite case, the licences will be awarded directly to Telenor and NetCom according to the Ministry’s offer.
The deadline for registration is fixed at 22 April 2005.
