The rules for the quarantine hotel need to be fair and reasonable. If someone has a close connection to Norway (Norwegian nationals, residence permit holders, and their families and romantic partners) and can document that they have a suitable place to stay during the quarantine period, they should be exempt from the hotel rules. We already have to show a negative PCR COVID test but perhaps adding one more rapid test at entry could be another method to add more comfort and to trust these people to quarantine at home with their loved ones.
