From 5 July, entry into Norway will be allowed for more foreign nationals who reside in certain countries on the EU’s third country list following an assessment of these countries by the Norwegian Institute of Public Health.

This applies to foreign nationals with one of the following relationships with a person residing in Norway:

  • Adult child or step-child, parent or step-parent of an adult child/step-child.
  • Grandparent or step-grandparent, grandchild or step-grandchild.
  • Romantic partner over the age of 18 or the romantic partner’s minor child. The relationship must have lasted for at least 9 months, and the parties must have met physically before.

From 5 July at 12 am, these people are exempt from the prohibition against entry. They must follow the rules that apply regarding quarantine and testing, such as testing prior to arrival, testing at the border, and completing travel quarantine.

Prior consent for a visit from a romantic partner is required in order to be able to enter the country. An application for such consent must be submitted to the Norwegian Directorate of Immigration. The application process is fully-automated and there is no application fee. There is no right of appeal if an application is denied. Close family members, such as a spouse/cohabitant or minor children, are already permitted to enter the country.

The Norwegian Institute of Public Health has determined that the following countries and territories on the EU’s third country list will be subject to slightly lighter entry restrictions:

Australia

Israel

Japan

Lebanon

New Zealand

North Macedonia

Serbia

South Korea

Taiwan

USA

Singapore
