Free Trade Agreement with Kosovo enters into force

‘The agreement opens new doors for Norwegian businesses and contribute to bringing Kosovo closer to Europe,’ said Norwegian Minister of Foreign Affairs Espen Barth Eide.
The Free Trade Agreement adds to a series of new free trade agreements concluded by the Government in recent years, including agreements with India and the Mercosur countries.
‘The Government has prioritised negotiating new free trade agreements. This makes us less vulnerable and gives our businesses more markets to rely on. In a more uncertain world, free trade agreements help create a more predictable environment for Norwegian businesses and mitigate the effects of rising protectionism,’ said Foreign Minister Espen Barth Eide.
Trade between Kosovo and Norway is growing steadily but remains relatively modest. Total trade between Norway and Kosovo amounted to approximately NOK 113 million in 2025. One objective of the Free Trade Agreement is to strengthen trade between the two countries.
Under the agreement, Norwegian exporters will benefit from duty-free access for all industrial products, including seafood. The agreement also provides duty-free or reduced-tariff treatment for a range of agricultural products, including dairy products, chocolate, food supplements, water and alcoholic beverages.
Norwegian service providers will benefit from good and stable framework conditions in Kosovo. The agreement covers key Norwegian export sectors, including telecommunications, engineering services, business services, distribution services and energy-related services.
Kosovo, for its part, will benefit from duty-free access for exports of industrial products such as furniture and textiles, which are among the products Norway imports most from Kosovo today. Kosovo will also gain improved market access for most agricultural products exported to Norway, including nuts, wine, vegetable oils, honey, jam and baked goods.
The agreement also contains an ambitious chapter on trade and sustainable development.
The Free Trade Agreement between the EFTA States and Kosovo was signed on 22 January 2025. The agreement entered into force between Norway, Iceland and Kosovo on 1 September 2026. Following the completion of ratification in Switzerland and Liechtenstein on 1 October 2026, the agreement has entered into force for all parties.
