The ban will be implemented by incorporating the EU Forced Labour Regulation, and the ban will enter into force no later than 14 December 2027, when the regulation enters into force in the EU.

The EU’s Forced Labour Regulation will prohibit the sale of goods produced using forced labour on the EU internal market.

"Forced labour is, of course, already prohibited in Norway, and through this EU regulation we will also introduce a trade ban. Incorporating the regulation into Norwegian law will also help ensure a level playing field for Norwegian businesses vis-à-vis their European counterparts. A well-functioning internal market is crucial for Norway and Norwegian companies," says Minister of Trade and Industry Cecilie Myrseth.

According to the regulation, national authorities must conduct investigations if they suspect that a product that is sold, imported or exported has been produced using forced labour. If necessary, the authorities must ensure that the product is stopped at the border or withdrawn from the market.

The government has decided that a ban will enter into force in Norway no later than 14 December 2027, at the same time as entry into force in the EU, and is now working to implement the regulation in Norwegian law. This means that the ban will enter into force in Norway no later than 14 December 2027, even if incorporation of the regulation into the EEA Agreement is delayed.
