Department of National IT Policy and Public Governance
The department is in charge of the Ministry’s superior responsibility for the administration and modernization of the public sector as well as national ICT policy, including the supervision of the Agency for Public Management and eGovernment (DIFI).
The department consists of these sections:
Public sector reform and eGovernment
Coordination of the government’s efforts to reform and recondition the public sector. User orientation, communication policy, user participation; simplification of routines, rules and regulations; national user surveys; development and coordination of eGovernment work; principles for ICT solutions (ICT architecture) and common ICT components in government administration; electronic interaction, e.g. administration standards and software policy; regulation for electronic communication; supervision of the Agency for Public Management and eGovernment (DIFI).
ICT in Society
Responsibility for the formulation of strategy and policy for the use of ICT in society, including, inter alia: Coordination of the Government’s ICT policy; infrastructures for authentification and identity management, including electronic ID and signature; social consequences of ICT, including digital inclusion and participation, universal design and privacy protection; ICT security and vulnerability in society; infrastructure for electronic communication, including broad band policy; information economy and social economic effects of ICT, including realization of profits of ICT investments in the private and public sector; consciousness raising and policy implications as to the propagation of ICT in society; sustainable ICT development (“Green ICT”); statistics, fact and analysis basis on the information society.
Superior responsibility for the government’s administration policy, including, inter alia, government use of organizational structures and other supervision instruments. Tasks include, among others, choice of organizational structure, reorganizations and choice of other instruments for effective goal achievement, as well as Nordic and international cooperation on public administration policy. Responsibility for a number of regulations, rules and instructions within the public administration system.
Socio-economic and other fact based analyses of the public administrative sector and the use of resources in the public sector. Special responsibility to ensure that the demand for elucidation of economic consequences is sufficiently met. Additional tasks connected to effectiveness studies, systems to measure and evaluate resources, services and results within the state system (StatRes), efforts to make the state sector more effective (structural efforts etc.), international studies (in OECD etc.), regulation efforts/policies, together with the ministries’ professional panel for socio-economic analyses.
