Norway’s International Efforts to Prevent and Combat Corruption

The guideline has been prepared by the Ministry of Foreign Affairs, with contributions from other ministries and external stakeholders.
Its purpose is to explain what corruption is and how it negatively affects Norway’s foreign and development policy objectives. It aims to ensure that Norway adopts an integrated approach to international anti-corruption efforts and provides guidance on how the Ministry of Foreign Affairs, Norad and the embassies can promote anti-corruption. The guideline serves as a common platform to ensure that Norway communicates consistent messages and positions in bilateral and multilateral meetings. It also clarifies the implications of anti-corruption as a cross-cutting issue in development policy and aid.
The guideline is also relevant for other Norwegian ministries, directorates and institutions involved in international cooperation related to good governance and anti-corruption. Much of the content is also relevant for organisations receiving direct support for anti-corruption, as well as for authorities in countries receiving Norwegian aid, multilateral organisations and other recipients of Norwegian aid.
