In Charge of Your Own Life – Strengthened Efforts against Negative Social Control and Honour-Motivated Violence 2025-2028

The government is strengthening and intensifying its efforts against negative social control and honour-motivated violence. The freedom to make decisions about one’s own life is a fundamental right in Norway.
Being subjected to threats, coercion and violence has serious consequences and can cause long-term physical and psychological harm. It can prevent participation in education and working life, lead to exclusion, and erode trust in society and in other people.
With the new action plan, the government is reinforcing its efforts against negative social control and honour-motivated violence and is promoting 29 measures across four priority areas: legal safeguard, prevention, competence enhancement, and involuntary stays abroad. Eight government ministries are co-operating on this action plan.
