On 1 January 1998, the Ministry of Planning and Coordination had its name changed to the Ministry of Government Administration and Labour, listed here as the Ministry of Government Administration and Labour (of 1998). Labour affairs were transferred from the Ministry of Local Government and Labour (of 1993), which now had its name changed to the Ministry of Local Government and Regional Development.
On 18 June 2004, responsibility for labour affairs in the Ministry of Government Administration and Labour (of 1998) was transferred to the minister responsible for the Ministry of Social Affairs (of 2002). On 1 October 2004, these affairs were transferred to the Ministry of Social Affairs (of 2002). This now had its name changed to the Ministry of Labour and Social Affairs, listed here as the Ministry of Labour and Social Affairs (of 2004). The Ministry of Government Administration and Labour (of 1998) now had its name changed to the Ministry of Modernisation.
