The municipalities that have an agreement with the state on investment in selected urban areas are Oslo, Bergen, Drammen, Stavanger, Trondheim, Sarpsborg, Fredrikstad, Kristiansand and Skien. 

The goal is to reduce differences in living conditions and encourage participation in the local community and society at large.
