The state and municipalities have a long-term cooperation agreement on investment in selected urban areas facing significant and complex living conditions challanges. The aim is to create safe local enviroments, providing high-quality public services, and preventing crime within a geographically defined area.
The municipalities that have an agreement with the state are Oslo, Bergen, Drammen, Stavanger, Trondheim, Sarpsborg, Fredrikstad, Kristiansand and Skien, Gjøvik, Halden, Indre Østfold, Larvik og Tromsø.
Cooperation between the state and the municipalities is anchored in longterm agreements. The Ministry of Local Government and Regional Development participates in all agreements and coordinates the state’s efforts in the area-based initiatives. The Ministry of Labour and Social Inclusion provides grants for area-based initiatives in Oslo, Sarpsborg, Fredrikstad, and Drammen. In addition, Østfold County municipality receives funding to coordinate efforts in Østfold.
