Prime Minister Jonas Gahr Støre conveyed this to Ukrainian President Volodymyr Zelensky at a meeting in Kyiv today.

‘The Government intends to maintain Norway’s extraordinary support to Ukraine next year and is proposing an allocation of a total of NOK 85 billion in military and civilian support. This is a critical time in Ukraine’s fight to defend itself. As talks on a ceasefire and peace take place, the war rages on in Ukraine. It is important in the current situation to reaffirm our continued strong support for Ukraine: political, financial and military. We believe it is vital to maintain our extraordinary support under the Nansen Support Programme for Ukraine, and that this is the right time to convey this to our Ukrainian partners. When the new Storting convenes, we will invite the parties to discuss the Government’s proposal for how this funding should be distributed,’ said Prime Minister Jonas Gahr Støre.

If the Storting (Norwegian parliament) approves the budget proposal, it will bring the overall funding framework for Norway’s support to Ukraine to NOK 275 billion.

Promoting peace and stability

The proposal to continue to provide the current level of support to Ukraine in 2026 is an important contribution to promoting peace and stability in Ukraine and in Europe.

‘We stand by Ukraine in its fight for freedom, independence and democracy. Our support is vital not only for Ukraine, but also for the safety and security of Norway and Europe as a whole. It is a major contribution to safeguarding our common future,’ said Mr Støre.

We are contending with the most serious security situation since the Second World War. 

‘A full-scale war is ongoing in Europe. Over the past six months, Russia has intensified its drone and missile strikes against Ukraine. Children are dying, entire families are being wiped out, and buildings are being destroyed. Our proposal for next year’s budget will ensure that we continue to support Ukraine in its fight,’ said Mr Støre.

If the Storting approves the budget proposal for 2026, the extraordinary allocation to Ukraine of NOK 85 billion provided in 2025 will remain at the same level in 2026. Norway’s support to Ukraine is provided under the Nansen Support Programme for Ukraine.

As in 2025, most of the funding will be used to provide military support. Of this funding, NOK 50 billion will be used in its entirety to support international initiatives and procurements from the Ukrainian defence industry, as has been the case this year. A final decision has not yet been taken on the distribution of the remaining funding. This will be discussed with the parties in the Storting.

Facts about the Nansen Support Programme for Ukraine

  • The Nansen Support Programme for Ukraine was first launched on 16 February 2023 by the parliamentary leaders, the Norwegian Prime Minister and Minister of Finance, and Ukrainian President Zelensky.
  • The support programme has been endorsed by all the political parties in the Storting.
  • When it was first launched, the support programme was to provide a total of NOK 75 billion over a five-year period from 2023 to 2027, with an annual disbursement of NOK 15 billion each year.
  • Since the support programme was launched, the financial framework has been increased several times. In 2024, support amounted to a total of NOK 27 billion.
  • In autumn 2024, all the parties in the Storting reached agreement on expanding and extending the Nansen Support Programme for Ukraine. The programme was extended by three years, to run until the end of 2030. A minimum allocation of NOK 15 billion per year was established. At the same time, the allocation for 2025 was increased from NOK 15 billion to NOK 35 billion. The overall funding framework was increased to NOK 155 billion.
  • In April this year, all the parties in the Storting agreed to an additional extraordinary allocation of NOK 50 billion in 2025, bringing Norway’s total support in 2025 to NOK 85 billion and the overall funding framework for the Nansen Support Programme up to NOK 205 billion.
  • If the 2026 budget proposal is approved, the overall funding framework for the Nansen Support Programme for Ukraine in the period until 2030 will be NOK 275 billion.
