Statement from Foreign Minister Eide on Russia’s warning to foreign nationals in Ukraine

'The Ministry of Foreign Affairs of the Russian Federation published a statement on 3 October 2026, warning foreign nationals, including diplomatic personnel, against remaining in Ukraine and purporting to place on them the “responsibility for any possible adverse consequences”.
′This statement amounts to a thinly veiled threat against diplomatic missions, their staff, and the civilian population. It seeks to shift responsibility for potential attacks onto their victims, when such responsibility would rest solely with those carrying them out.
′Under international law civilians are not legitimate targets, and diplomatic missions and personnel enjoy particular protection. Infringements may lead to accountability.
'We call on the Russian Federation to withdraw from Ukraine and to respect its obligations under international law', said Minister of Foreign Affairs Espen Barth Eide.
