'I am appalled by reports of unimaginable atrocities in Ukraine, where Russia is withdrawing,' Minister of Foreign Affairs Anniken Huitfeldt said.
Norway strongly condemns attacks on civilians and civilian infrastructure. Such attacks could be considered war crimes.
'We need an independent investigation. Perpetrators of war crimes must be held accountable', the Minister said.
