State Secretary Anette Stegegjerdet Norberg (born 24 December 1986) is from Luster in Vestland.

She serves as the first deputy representative for the constituency of Sogn og Fjordane in the Storting for the 2025-2029 term, and previously held the same position during the 2009-2017 parliamentary terms. She has extensive experience from a range of positions within the Norwegian Labour Party (Ap) and the Labour Youth League (AUF), including elected office in Luster Municipality from 2007 and serving as Deputy Chair of Sogn og Fjordane AUF.

Norberg has previously served as Acting State Secretary in the Ministry of Culture and Equality.

She is a qualified lawyer, holding a law degree from the University of Bergen (2010). Her professional background includes experience from the police service, private legal practice, and county government administration.
