Human rights are universal. According to international law and the Norwegian Constitution, it is the duty of the central government to ensure observance of human rights. It is also our duty to promote international respect for human rights, the two ministers, Jan Petersen and Hilde Frafjord Johnson, write in the Foreword to the Human Rights 2003 report. (20.12)
