Public consultation – implementation in Norwegian law of Directive 2008/101/EC amending Directive 2003/87/EC so as to include aviation activities in the scheme for greenhouse gas emission allowance trading within the Community
Directive 2008/101/EC amending Directive 2003/87/EC so as to include aviation activities in the scheme for greenhouse gas emission allowance trading within the European Community is expected to be incorporated into the EEA Agreement before the end of 2010.

The EEA EFTA states (Norway, Iceland and Liechtenstein) will take fully part in the emission allowance trading system for aviation when the Directive has been incorporated into the EEA agreement and implemented in their national legislation.

For your information, the Norwegian government’s proposed implementation of Directive 2008/101/EC into Norwegian law is now available at the web page of the Norwegian Ministry of Environment, www.regjeringen.no/luftfartskvotedirektivet. The proposal includes amendments to the Norwegian act and regulation relating to greenhouse gas emission allowance trading and the duty to surrender emission allowances.

The proposed amendments to the Norwegian act and regulation are available in Norwegian language. Detailed information about the Directive is available in English at the web page of the European Commission: http://ec.europa.eu/clima/policies/aviation/index_en.htm.

We kindly ask bodies entitled to comment on the proposed amendments to the Norwegian legislation to forward any comments to the Ministry of the Environment within 22 December 2010.
