Gambling

The Ministry of Culture and Equality has the overarching responsibility for the administration of gambling in Norway. The Norwegian Gambling and Foundation Authority is the specialist administrative and supervisory body. The major gambling activities in Norway are offered within an exclusive rights model. Norsk Tipping AS has the exclusive right to offer gambling activities that require special public oversight because they involve high prizes, high turnover, or a high risk of gambling problems. Norsk Rikstoto has the exclusive right to offer gambling on horse racing and horse trotting. The Ministry of Culture and Equality is responsible for the governance of Norsk Tipping AS.
