Today, children grow up with screens, technology, and large technology companies as an integral part of their daily lives. Increased access to the internet and digital tools provides children and young people with opportunities, including for expression, play, and learning. At the same time, such access entails a range of risks, including breaches of privacy and consumer protection, harmful use, and sexual exploitation. This report describes the nature of children’s digital upbringing and sets out the Government’s objectives for ensuring that children experience a safe upbringing in a digital society.
