The Centre for integrity in the Defence Sector (CIDS) was established in 2012 at the initiative of the Norwegian Ministry of Defence (MoD).

The Centre functions as an advisory body and is today an integrated part of the Norwegian Ministry of Defence, while operating with professional independence in its advisory work.

CIDS aims to promote and strengthen professional integrity and good governance in the defence and security sector, both in allied and partner countries.

The Centre takes a comprehensive approach, employing a variety of tools and methods to build competence, raise awareness and reduce the risk of corruption. Seminars, training courses and knowledge sharing are key components of this work.

CIDS develops and implements both national and international projects in close cooperation with the Ministry of Defence, NATO, relevant institutions and partner countries.

The Centre acts on behalf of the Norwegian Ministry of Defence in projects in Bosnia and Herzegovina, Montenegro, North Macedonia and Ukraine, focusing on integrity-building, anti-corruption and good governance. These projects are funded by the Norwegian Ministry of Foreign Affairs.

CIDS plays a central role within NATO, serving as the Department Head for the Building Integrity (BI) discipline and providing professional advice to NATO bodies on matters of good governance and integrity.

As part of its knowledge dissemination efforts, CIDS publishes handbooks and guidance materials, including the Guides to Good Governance (GGG) series, which is also available on NATO’s website. In addition, CIDS actively participates in national and international seminars, conferences and expert networks.

The Centre’s staff possess extensive experience in security sector reform across various regions of the world, particularly in South-East Europe, the Western Balkans and Ukraine.
