The Department of Health Legislation

Ministry of Health and Care Services

The Department of Health Legislation is responsible for most of the acts and regulations under the purview of the Ministry of Health and Care Services.

This includes the following acts: 

  • the Patients' and Users' Rights Act (pasient- og brukerrettighetsloven)
  • the Specialist Health Services Act (spesialisthelsetjenesteloven)
  • the Health and Care Services Act (helse- og omsorgstjenesteloven)
  • the Dental Health Services Act (tannhelsetjenesteloven)
  • the Health Personnel Act (helsepersonelloven)
  • the Health Supervision Act (helsetilsynsloven)
  • the Health Preparedness Act (helseberedskapsloven)
  • the Communicable Diseases Act (smittevernloven)
  • the Patient Injury Act (pasientskadeloven)
  • the Mental Health Care Act (lov om psykisk helsevern)
  • the Health Enterprises Act (helseforetaksloven)
  • the Alternative Treatment Act (lov om alternativ behandling)
  • the Treatment Biobanks Act (behandlingsbiobankloven)
  • the Biotechnology Act (bioteknologiloven)

The Department's responsibility for acts and regulations entails developing, updating, renewing and simplifying existing legislation. The Department of Health Legislation also considers proposals from other ministries regarding amendments to or proposals for new acts and regulations.

Geir Helgeland and Atle Gøhtesen are both Deputy Directors General in the Department, each with responsibility for their respective areas of legislation.
