The Department of Municipal Health and Care Services

The Department of Municipal Health and Care Services (KTA) is primarily responsibility for the Government’s policies relating to the municipal health and care services established under the Municipal Health and Care Services Act and the Dental Health Services Act.

The Department of Municipal Health and Care Services (KTA) has primary responsibility for the Government’s policy relating to the municipal health and care services established under the Municipal Health and Care Services Act and the Dental Health Services Act. This includes:

  • GPs,
  • out-of-hours medical services and other general practice services,
  • physiotherapy/healthy living/health literacy, learning and coping services,
  • prison health services,
  • child health clinics and school health services,
  • dental health services, etc.,
  • health services in the home,
  • personal assistance, including practical assistance and training, and
  • support contacts and places in institutions, including nursing homes.

The Department coordinates the Ministry’s work in the following areas:

  • mental health, substance use and violence,
  • rehabilitation,
  • disability,
  • dementia,
  • palliative care,
  • next of kin,
  • the consultation arrangement with KS,
  • sexual health,
  • health literacy,
  • asylum seekers/refugees and immigrant health,
  • human rights

In addition, the Department is responsible for governance of the Norwegian State Housing Bank in the Ministry of Health and Care Services’ areas of responsibility.

The department consists of the following sections

  • KTA 1

    KTA 1 is responsible for coordinating work on emergency preparedness, the national budget and legal work in the Department.

  • KTA 2

    KTA 2 is responsible for the content of municipal health and care services and public dental health services, except for mental health.

  • KTA 3

    KTA 3 is responsible for sustainability in the municipal health and care services, including workforce, research and prioritisation. The section is also responsible for mental health and violence.
