The Department of Management, Administration and Public Safety and Security has overall responsibility for the administration and management of the various functions and the co-ordination of the Department’s work of agency management and co-ordinates the Department’s, budget & financial management and public safety and security. The Department is also responsible for corporate management of the Ministry of Transport’s companies. The Department’s authority also includes joint functions and administrative matters.
The department consists of the following sections

The Ownership Unit
The main task of the Ownership Unit is to execute professional corporate administration & management of the companies in which the Ministry of Transport manages the state’s direct ownership interests. The Ministry of Transport is responsible for the management of the state’s interests in seven companies, of which five are in the rail sector (Bane NOR SF, Vygruppen AS, Spordrift AS, Entur AS and Norske tog AS), one is in the roads sector (Nye Veier AS) and one in the civil aviation sector (Avinor AS).

The Public Safety and Security Unit
The Public Safety and Security Unit is responsible for coordinating the Ministry of Transport's work with civil protection, emergency preparedness and crisis management across the ministry and towards the sector.

The Finance Section
Coordination and control of the Ministry’s budget work. Preparation of central government accounts. Responsibility for the Ministry’s internal budget and accounts. Joint cases in the finance area including general control systems, financial instructions and authorizations and budget development. Interpretation and use of public procurement regulations. Office of the Auditor General cases that are not processed by other departments.

The Administrative Section
Coordination and control of the Ministry’s work on internal planning processes associated with personnel, organizational and ICT development. The Ministry’s personnel administration, working environment, ICT activities and archive. Personnel cases for government departments, including principle cases relating to salary and working conditions, interpretation of legislation and regulations and measures in the event of larger staffing changes.
