  • Objectively speaking, the case must be especially pressing for the applicant. This condition is generally fulfilled in child abduction cases.
  • It must not be considered unreasonable for the assistance to be paid from public funds.

The abductor’s legal expenses are not normally covered under the Norwegian legal aid scheme, because it is generally considered unreasonable to pay the legal expenses of a child abductor from public funds.
