Ownership Department

The Ownership Department's main task is to contribute to professional management of the State's direct ownership in companies. The Department manages the State's ownership in 20 companies, including listed companies such as Equinor, DNB Bank, Telenor and Norsk Hydro, wholly-owned companies such as Statkraft, Posten Bring and Nysnø, and some partly owned unlisted companies. The Department is the Government's Central Ownership Unit and serves also as a resource and competence centre for ownership environments in other ministries. The Department also acts as a professional secretariat for the Minister of Trade and Industry and the Government in the formulation of the Government’s ownership policy.

The Ownership Department's main task is to contribute to professional management of the State ownership. The Department manages the State's ownership in 18 of the 20 commercial companies where the State has ownership interests, as well as in two public policy companies that primarily do not operate in competition with others. The Department works to achieve the State's goals as an owner by: 

  • functioning as an effective secretariat for the political leadership,
  • contributing to compose competent and well-functioning boards of directors,
  • contributing to good corporate governance,
  • following up the companies' goal achievement and work with the State expectations,
  • serving as a resource centre and centre of expertise for the State’s direct ownership, both in relation to other ministries and internally within the Ministry of Trade, Industry and Fisheries. 

The Ownership Department has 35 employees and is divided into two units. One unit is responsible for following up on the State's investments in the individual companies in the portfolio. The other unit supports this work through project management and professional expertise in areas such as strategic and economic analysis, board elections, sustainability and responsible business conduct, executive remuneration, corporate governance, and legal matters. Furthermore, the unit is responsible for maintaining the Ministry of Trade, Industry and Fisheries' role as a competence and resource centre for other ownership ministries.

Other tasks of the Department include assisting in the formulation of the Government's general ownership policy, organising professional seminars and gatherings for competence development within the portfolio, holding the annual Ownership Conference, and publishing the State's annual ownership report.
