The Ministry of Health and Care Services has ownership of the four regional health authorities, which provides the channel for exercising government hospital ownership of the specialist health care services. The principal task of the Department of Hospital Ownership is governance of the regional health authorities and the Norwegian Health Network.
The four regional health authorities have ownership responsibility for the health trusts in their respective regions, where they are also responsible for the distribution of health care services. The health trusts are independent legal entities with governing bodies at regional and local levels.
The Norwegian Health Network safeguards national interests related to the operation and development of ICT infrastructure throughout the network, actively promoting and supporting secure, cost-effective electronic coordination within the health and care services sector.
The department actively employs ownership instruments to ensure strategic, operational governance of the four regional health authorities and the Norwegian Health Network.
The department is responsible for appointing boards, preparing meetings with the regional health authorities, and following up management requirements conveyed at these meetings.
The department has a particular responsibility for management requirements related to organisational and ﬁnancial matters and framework conditions.

NORWEGIAN HEALTH NETWORK
The Norwegian Health Network was established to ensure efficient, secure, reliable access to critical health information for users and actors in the health and care services sector. Fulfilling the need for a secure, unified communication network for sharing and exchanging information is one of the key tasks of the network. The Norwegian Health Network’s platform for electronic coordination comprises a communication network and services for electronic coordination.
