Section for Climate, the Ocean and Private Sector Development

The Section for Climate, the Ocean and Private Sector Development is responsible for the Ministry’s efforts to incorporate international climate, ocean and environmental issues into Norwegian foreign and development policy, as well as efforts to promote renewable energy and business development in development cooperation.

Activities under the Section include policy development, participation in global processes, initiatives and negotiations, and coordination of Norwegian positions in relevant international forums. The Section represents Norway in a number of multilateral forums and thematic funds, and collaborates closely with Norad, other ministries, diplomatic and consular missions and other organisations. The Section also has overall administrative responsibility for Norfund, the Norwegian Investment Fund for developing countries.

The Section is responsible, among other things, for following up the Government's climate strategy for the Foreign Service and the renewable energy initiative (including the Energy for Development programme and guarantee scheme), as well as for business development and private sector cooperation in development cooperation (Norfund's development, climate and Ukraine investment mandates and Norad's calls for proposals for the private sector). The Section is also responsible for coordinating international ocean management efforts, including the Ocean Panel, the EAF-Nansen Programme and the Ocean for Development and Fish for Development programmes.
