Høring - Lov og forskrift - tekniske standarder til ladepunkter og fyllestasjoner for alternative drivstoff

Samferdselsdepartementet har utarbeidet forslag til ny lov og forskrift som fastsetter tekniske standarder til ladepunkter og fyllestasjoner for alternative drivstoff. Alternative drivstoffer omfatter bl.a. elektrisitet, hydrogen, naturgass og flytende petroleumsgass (LPG).
Bakgrunnen for forslaget er direktiv 2014/94/EU som skal gjennomføres i norsk rett. Forslag til lov og forskrift regulerer tekniske krav til innretninger som benyttes til elektrisitetsforsyning til kjøretøy og fartøy, hydrogen til kjøretøy og naturgass til fartøy. Disse kravene samsvarer med kravene i direktivet. Det foreslås ingen endringer i gjeldende nasjonale sikkerhetskrav til normalladepunkter for elektriske kjøretøy, jf. direktivets Art 4. nr. 4. Uoffisiell norsk oversettelse av direktivet er vedlagt høringsdokumentene.
I tillegg er det tatt inn en bestemmelse i forskriften om tilgjengelighet til brukerinformasjon som skal være relevant og godt synlig i kjøretøys instruksjonsbok, på kjøretøyet og på lade- og fyllestasjoner.
Gjennomføring av direktivet krever også at det utarbeides en nasjonal handlingsplan for infrastruktur for alternative drivstoff. Utarbeiding av handlingsplanen er en egen prosess og omfattes ikke av denne høringen.
