Declaration of Intent for a Norwegian-French Health Partnership between The Minister of Health and Care Services of the Kingdom of Norway and the Minister of Health, Families, Autonomy and Disabled persons of the French Republic.
The Minister of Health and Care Services of the Kingdom of Norway and the Minister of Health, Families, Autonomy and Disabled persons of the French Republic (hereinafter «The Signatories»), Recognizing the close relations between their countries across sectors, their shared belief in democratic values, multilateralism and equity, as well as their joint commitment to improving health and well-being of all,
Noting that both countries’ populations enjoy a high level of health, with societies marked by low levels of inequality and health systems that provide high-quality healthcare services as well as a high level of protection against health emergencies,
At the same time, knowing that developments and transitions in demography, epidemiology, migration, trade and industry, as well as climate change and geopolitical tensions, challenge health system sustainability and health security,
Aware that in order to succeed in tackling these developments and transitions, and in order to harness the possibilities represented by developments in knowledge and technology, there is a need for a stronger strategic collaboration and ability to promote mutual interests in health prevention, service provision, as well as preparedness and response at bilateral, EU and global levels,
Wishing, therefore, to enhance their collaboration in the field of health, including prevention, service provision, preparedness and response,
In line with the Strategic Partnership between the Kingdom of Norway and the French Republic, signed in Oslo on 23 June 2025 by the Prime Minister of the Kingdom of Norway, Jonas Gahr Støre, and the President of the French Republic, Emmanuel Macron,
Intend to cooperate in a bilateral health partnership, in areas of strategic importance, and to enhance the ability of both countries to promote mutual interests at the domestic, EU and global levels,
Indeed, DECLARE the following, on behalf of their Ministries:
1. Modalities of cooperation
The Signatories intend to establish a work program with concrete actions in order to realise the goals of the partnership. This will be a living document with regular updates to reflect progress made and new opportunities identified.
With the perspective to learn from each other, cooperation may take the form of dialogue between the Ministries in relation to selected processes, technical cooperation on concrete projects, research cooperation, exchange of knowledge, challenges, experiences and best practices, or other forms of cooperation as mutually decided by the Signatories.
The Signatories intend to hold a regular Health Dialogue between the Ministries, at technical level, in order to be able to review and update the areas of cooperation under the current declaration of intent as relevant and taking into account political developments at national, EU and global levels, and solidarity on the international scene. The Signatories may meet at a political level regularly and as needed.
2. Areas of cooperation
Cooperation included in the work program will focus on areas of shared public health interest, and of importance to both countries’ ability to provide sustainable and high-quality health services, and to improving health prevention, preparedness and response, in line with the One Health approach. The Signatories will aim to link their cooperation to relevant processes at EU and global level. Areas could include:
- Mental health
- Prevention of addiction
- Disease prevention
- Climate change and its effect on health and health systems
- Digital health (including primary and secondary use of health data) and artificial
intelligence (A.I),
- Access to medicines
- Health industry cooperation
- Health personnel and hospital reform,
- Health preparedness and response
- Global health.
3. Signature
This is a non-legally binding document. It does not create or purport to create any legally or financially binding rights or obligations for or against either Signatory under their national
legislation or international law.
